Golf carts and low-speed electric vehicles (LSEVs) offer a convenient, low-speed transportation option in approved areas, but it’s important to know where they’re allowed and how to operate them safely.

Golf Cart and Low-Speed Electric Vehicle Driver Requirements

  • Must be at least 16 years old
  • Must hold a valid driver’s license
  • Must follow all traffic and parking laws
  • Must abide by the same seat belt and child safety seat requirements for motor vehicles
  • LSEV drivers must carry insurance

Golf Cart and Low-Speed Electric Vehicle Restrictions

Below are restrictions for golf carts and LSEVs in the Town of Windsor. 

  • Not allowed on sidewalks, pedestrian trails, or parks, unless specifically marked for golf cart use
  • Must obey all traffic and parking laws 
  • Prohibited from the following roads regardless of the speed limit: 
    • 7th St.
    • HWY 392 (Main St.) 
    • HWY 257
    • Eastman Park Dr.
    • Colorado Blvd.
  • Golf carts must not be operated at any time when there is insufficient light (after sunset and before sunrise), unless such golf cart is equipped and illuminated with head lamps, tail lamps, stop lamps and turn signals as required under Title 42, Article 4, Part 2, C.R.S.

Golf Carts

In Windsor, golf carts are primarily intended for use on golf courses and in designated subdivisions. Golf carts must drive as close to the right side of the road.

To qualify as a golf cart, a vehicle must:

  • Have a top speed of less than 20 mph
  • Have at least 3 wheels in contact with the ground
  • Weigh no more than 1,300 lbs (empty weight)
  • Have a carrying capacity of no more than 4 passengers, and each passenger must be in a factory designated seat
  • Headlights are required for night use 
  • Golf carts not required to meet DMV registration or equipment standards that apply to Class A LSEVs

Low-Speed Electric Vehicles 

In Windsor, only Class A LSEVs are allowed. A Class A LSEV is a compact, electric-powered vehicle that meets specific safety and design standards that allow it to be registered with the DMV. These vehicles are legal to drive on certain Windsor streets, but only if they meet all requirements.

To qualify as a Class A LSEV, a vehicle must:

  • Be primarily powered by electricity
  • Have at least 3 wheels in contact with the ground
  • Have a top speed of 25 mph
  • Weigh less than 3,000 lbs
  • Not use handlebars for steering
  • Have a 17-character Vehicle Identification Number (VIN) or meet 49 CFR 565 federal standards
